States With Enacted Commercial Financing Laws (13)

As of July 2026, thirteen states have enacted laws regulating commercial financing, sales-based financing, and merchant cash advances: California (SB 1235, amended by SB 362), Connecticut (SB 1032), Florida (Commercial Financing Disclosure Law, HB 1353), Georgia (SB 90), Kansas (Commercial Financing Disclosure Act), Louisiana (HB 470), Missouri (SB 1359), New York (Commercial Finance Disclosure Law), North Dakota (HB 1127), Texas (HB 700), Utah (Commercial Financing Registration and Disclosure Act), Vermont (H.648, effective July 2027), and Virginia (HB 1027).
