With HB 700 now passed in the Texas legislature, the last step is for Governor Greg Abbott to sign the law by June 22nd. The Revenue Based Finance Coalition has launched an effort to have business owners in Texas speak out against the signing of this bill, as it will eliminate an option for business funding that has been critical to thousands of businesses. I encourage you to help with this effort with a sense of urgency, as businesses are at risk, and your funding or broker business will also be affected.
RBFC is joined in this effort by other national trade associations with members who also provide RBF to Texas businesses. Our combined efforts will only help our chances of getting the Governor to preserve this important option for Texas small businesses.Â

Please Veto HB 700 — Protect Access to Revenue-Based Financing for Texas Small Businesses
Dear Governor Abbott,
As a Texas small business owner, I am writing to urge you to veto House Bill 700. This bill would effectively shut down revenue-based financing, which is one of the only flexible funding tools that many businesses like mine can access.
Revenue-based financing isn’t a loan. It’s a purchase of future receivables, and payments fluctuate with a business’ performance — so during particularly slow months, payments are smaller. That flexibility helped my business grow without the need for perfect credit, personal guarantees, or putting my home on the line, the kind of requirements that traditional banks often demand.
HB 700 would block access to this crucial capital, forcing thousands of Texas entrepreneurs to choose between taking on predatory debt or closing our doors. It would disproportionately hurt startups, family-run businesses, veterans, and those in underserved communities.
Texas should be expanding options for small businesses — not eliminating them. This bill would threaten jobs, stifle innovation, and make it harder to succeed in the very state that prides itself on being pro-business.
Please veto HB 700 and protect an important financial tool that keeps Texas businesses like mine alive and growing.
