I have guys who do fix and flip. Usually 75% LTV on purchase and up to 100% loan to cost on rehab. Rehab budget needs to have specific breakdown on construction - types of windows, types of doors, etc....there might be 3 inspections for funds release.
It is a restricted industry for MCA loans.
